How Chumba’s list grew: 11, 14, 16

The older Sweeps Rules 8.0 of 15 December 2023 excluded only Idaho, Michigan and Washington. The 2026 additions came in step with state laws that took effect that year: Indiana on 1 July 2026 and Maine on 29 July 2026, listed in the laws table below. Other rule changes at Chumba and sites similar to Chumba are logged under sweepstakes rule changes.

Each similar site’s own list

The table counts the states each operator names in its own document. A higher or lower count is not a ranking. It is a record of one company’s decision on the date shown. Sites whose documents name a state are not recommended to anyone in that state.

The lists overlap only in part. Every operator in the table names Idaho, Michigan, Nevada and Washington in at least one of its lists (our count). Outside that core, the lists split:

• Stake.us names seven states that Chumba does not: Arizona, Illinois, Kentucky, Maryland, Pennsylvania, Rhode Island and Vermont. It leaves out Mississippi, which Chumba names.
• High 5 adds Arizona, Iowa, Kentucky, Maryland, Pennsylvania and Rhode Island to states Chumba names. It too leaves out Mississippi.
• Moonspin is the only list read that names Nebraska, North Dakota and Georgia.
• Funrize and NoLimitCoins name Rhode Island and Wyoming.
• Pulsz names Alabama, Arizona and Maryland. It keeps a third tier, where “certain promotions shall be limited”, for Mississippi, New Jersey, Indiana, Maine and Oklahoma.

Two things to take from the table. First, the dates run from July 2024 to September 2026, so an old list may no longer be current. Second, a state missing from a list only means the document does not name it. A payment provider’s rules, a location check or next month’s version can still close the door. Where one brand’s documents disagree

Some operators publish two lists that do not match. This page prints both and does not pick one.

• Stake.us: the Terms and a help article dated 10 July 2026 list 22 states. Another help article, dated 23 July 2026, lists 20 and leaves out Indiana and Maine. The full comparison is under Stake.us vs Chumba Casino.
• Global Poker: Sweeps Rules 25.0 (13 July 2026) add Indiana and Maine, while Terms 25.2 (7 April 2026) do not.
• High 5: its help page on legal status (June 2026) shows two columns, “Classic” and “Social Casino”. Sweepstakes play is marked “No” in the same 21 states as the Rules, while the classic product still says “Yes” in 13 of them. See High 5 vs Chumba Casino.
• Dara Casino: the Rules list 15 states, but a help article updated 5 September 2026 lists 9.

Ohio: in neither Chumba list

Ohio appears in neither of Chumba’s two lists. It also appears in none of the other operator lists read for this page, Stake.us’s 22 and High 5’s 21 included. That is a fact about the documents and nothing else.

Ohio’s own code has two definitions that bear on the subject. In Ohio Revised Code section 2915.01, division (BBB) defines “sweepstakes” and division (C) defines “scheme of chance”, in terms that include a participant giving valuable consideration for a chance at a prize. We read both on 8 September 2026 in a published copy of the code marked current to 1 January 2026. The Ohio Legislative Service Commission’s own copy did not open for us that day. We quote the divisions so a reader can look them up. We offer no view on how they apply to any operator.

State laws and bills, 2025–2026

Primary means we read the legislature’s own record. Located means we found the primary record but could not open it. Reported means the fact comes only from trade press, named with its date.

Attorney-general actions without a new law

• New York, 6 June 2025 (primary: ag.ny.gov). The attorney general sent cease-and-desist letters to 26 operators, among them Chumba, Global Poker, LuckyLand, McLuck and High 5. Sweeps Coin sales in the state ended.
• Tennessee, December 2025 (located: tn.gov release of 29 Dec 2025, not opened). The attorney general sent letters to roughly 38 to 40 operators.
• Illinois, 5 February 2026 (located: Illinois Gaming Board letters). The Gaming Board and the attorney general sent letters to 65 operators.

The Florida lawsuits and the reported New York settlement

Florida, 19 August 2026 (primary). The attorney general’s news release, “Attorney General James Uthmeier Files Lawsuits…”, dated 19 August 2026, announces two suits in Hillsborough County Circuit Court. One names Stake. The other names “VGW’s Chumba Casino, LuckyLand, and Global Poker”. Both also name payment processors. The claims rest on Florida gambling law and the Florida Deceptive and Unfair Trade Practices Act, and the office seeks a permanent injunction. Gambling Insider reported on 20 August 2026 that the processors are Worldpay, Trustly, Praxis and Breeze Labs. Florida is on neither of Chumba’s lists.

New York, 9 September 2026 (reported). SBC Americas and Covers reported on 10 September 2026 that VGW agreed to pay US$8 million under an Assurance of Discontinuance, covering disgorgement, restitution, penalties and costs. The reports say it covers Chumba, Global Poker and LuckyLand Slots, and that players with unredeemed Sweeps Coins are to be contacted and allowed to redeem for a year. We did not locate the attorney general’s own text.

Operator exits with dates

The closure of LuckyLand Slots applies everywhere, not to one state. It is covered under LuckyLand vs Chumba Casino.

What this page does not do

We don’t tell anyone that a site is legal where they live, and we don’t call any state safe. There is nothing here on reaching a site from a state its own terms exclude. A block is the operator’s decision. Every figure on this page comes from an operator’s document, a legislature’s record or a named trade outlet, as described under how we score. Who compiles it is set out under who runs this site.

To read any operator’s list for yourself, three checks are enough:

1. Find the current version and its date. Lists on this page run from July 2024 to September 2026, and each new version can add or drop a state.
2. Check the tier. At Chumba, six states are closed to the whole platform, while ten keep Gold Coin play without Sweeps Coins. Other operators split their lists the same way under different names, such as “GC Only States” at Modo.us or “Restricted Locations from SC play” at WOW Vegas.
3. Compare the help page with the rules. Where they disagree, as at Stake.us, Global Poker and Dara Casino, the operator has two texts live at once. Both are printed above.

Age limits apply as well. Chumba requires players to be 21, or the local age of majority if later (T&C 27.0, 3.1(a)).
